Bus lane PCNs issued per yearGross PCN income per year
PCNs fell every year of the period, from 14,439 in 2021/22 to 4,711 in 2025/26 — a two-thirds drop — with income following the same path from £474,090 to £175,935. Sansome Street accounts for the large majority throughout (4,403 of 4,711 in 2025/26). Lowesmoor's monthly counts fall to zero for December 2025, January and February 2026 before three PCNs in March 2026, which the response does not explain.
Which cameras issue the most fines

Sansome Street and Lowesmoor are the only two camera-enforced bus lanes Worcestershire County Council operates, and the council confirmed both have been ANPR-enforced since October 2020. Both already have full lane pages on this site with hours and permitted vehicles taken from the council's own enforcement report. In four of the five years the two cameras' figures add up exactly to the council's year total; in 2025/26 they account for 4,666 of the 4,711 PCNs, leaving 45 the council's monthly breakdown counts in the year but attributes to neither camera.
The fine itself
A bus lane PCN from Worcestershire County Council is £60, reduced to £30 if paid within 21 days. It is a civil penalty — there are no licence points. The FOI response did not restate the penalty, and the council's current Penalty Charge Notice page gives the two locations and their hours but no figure. £60/£30 is the amount set out in the council's own 4 September 2020 report authorising civil enforcement of the Lowesmoor bus lane, which is the source cited on both lane pages. It is consistent with the money the council reported: £175,934.74 across 4,711 PCNs in 2025/26 averages £37.35 per PCN, which sits where a £60 charge mostly paid at the £30 discount would sit, and well below what a £70/£35 charge would produce.
What the council does not hold or publish
Discounted payments. The council does not record how many PCNs are paid at the £30 discounted rate, saying only that it is "typically around 2/3 of the PCNs issued".
Challenges and appeals. Formal representations, how many were accepted or rejected, and appeals to the Traffic Penalty Tribunal are not recorded.
