South Tyneside Bus Lane Fines — PCNs, Income & Appeals

Two cameras account for almost everything. Edinburgh Road in Jarrow — a 24-hour bus gate open only to buses and cycles — has issued between 3,807 and 6,563 tickets a year on its own, and Fowler Street in South Shields has climbed steadily from 397 in 2021/22 to 2,611 in 2025/26, more than six times as many. The two newer South Shields sites barely register by comparison: Sunderland Road has never passed 40 in a year, and Crossgate, live only since 2024, issued 48 in 2025/26. The striking figure is income. The council issued almost exactly as many tickets in 2025/26 as in 2021/22 (6,964 against 6,960), yet gross income fell by a third, from £196,069 to £129,676 — and the number paid at the discounted rate fell over the same period from 4,740 to 3,032.

Challenges & appeals — do they work?

Formal representations to the council, and appeals to the independent Traffic Penalty Tribunal. Drivers made 6,420 formal challenges over 5 years.

The council's own figures show the share of challenges upheld went from 18% in 2021/22 to 14% in 2025/26 — so a well-grounded challenge is worth making. Challenges are worth making here, though the odds have shifted. Formal representations fell from 1,750 in 2021/22 to 607 in 2025/26. In the first three years the council accepted roughly twice as many as it rejected; by 2024/25 that had reversed, and in 2025/26 it rejected 202 and accepted 85. Be aware that the accepted and rejected figures do not add up to the number received in any year, so the council appears to count them on a different basis — treat them as indicative rather than as a complete breakdown. At the Traffic Penalty Tribunal the record is small but has swung hard: of 33 appeals lodged across the five years the council records 17 as accepted, but 10 of those were in 2021/22 alone, and across the last three years only 1 of 15 went the appellant's way.
