Luton's six cameras issued 27,224 penalties over the five years to 2025/26, and the total has been remarkably stable — between 4,773 and 6,312 every year, with no trend either way. Income tells a different story: it peaked at £178,244 in 2022/23 and has fallen every year since to £127,929, down 28%, even though 2025/26 saw more penalties than 2024/25. Around 60% of penalties are paid at the discounted £35 rate each year.

Luton enforces six bus lane cameras and has done since 28 February 2011 — all six started on the same day. The council confirmed it operates no bus gates, and that there is no camera on the Luton–Dunstable Busway between Guildford Street and Church Street. Two roads account for almost everything: Dunstable Road and New Airport Way together issued 26,545 of the 27,224 penalties over five years, or 97.5%. The other four cameras are close to dormant — Park Street West has issued 39 penalties in five years, about eight a year, and New Bedford Road 63.
The fine itself
A bus lane PCN from Luton Borough Council is £70, reduced to £35 if paid within 14 days. It is a civil penalty — there are no licence points. £70, halved to £35 if paid within 14 days, extended to 21 days when the penalty is served by post. Confirmed on the council's own bus lane enforcement page, which states the charge is reduced by 50% if paid within 14 days.
