Bus lane PCNs in the borough rose steadily through the year covered: the four months to April 2023 ran at roughly 1,100 a month, and the four to March 2024 at roughly 1,900. Because the council withheld everything after March 2024, the sharp expansion of the camera estate in 2025 and 2026 — from five enforcing cameras to twenty-five — is not reflected in any figure on this page, and the PCN count for the borough is very likely to be far higher now than the 17,347 shown.

Where the cameras are

The council broke its PCN counts down by camera for the first quarter of 2024 only, so no location appears as a row on this page — a single quarter is not comparable with the annual figures other authorities gave. In that quarter the 5,569 PCNs fell as follows: Shepherd's Bush Road southbound (offside) 3,295; Glenthorne Road eastbound 720 across two cameras; North End Road northbound 853 across two; Shepherd's Bush Road southbound 700 across three further cameras at Brook Green; and Fulham Palace Road northbound 1. One camera, on Shepherd's Bush Road, thus accounted for three PCNs in every five.

The fine itself

A bus lane PCN from Hammersmith & Fulham Council is £160, reduced to £80 if paid within 14 days. It is a civil penalty — there are no licence points. £160, halved to £80 if paid within 14 days, is the London bus lane penalty in force now. It is not the rate behind the figures on this page: through 2023 a borough bus lane PCN was £130, halved to £65, and the London levels rose to £160/£80 on 7 April 2025. The council's own numbers bear the older rate out — 11,139 of the 17,347 PCNs issued in 2023 were paid at the discount, and 11,139 at £65 comes to £724,035 of the £930,943.60 collected, leaving the balance at about 1,590 payments at the full £130. Do not divide the income here by £160.

What the council does not hold or publish

  • Everything from April 2024 onwards. Refused under section 22 of the Freedom of Information Act — information intended for future publication. The council says the figures will appear in its annual parking report, and applied a public interest test in reaching that decision. It follows that the two most recent financial years are missing here, and the totals on this page are not a current picture of bus lane enforcement in the borough.
  • Anything before 2023. The council says earlier figures are no longer available on its reporting module.
  • Challenges to a PCN. Not held. The council said it does not hold the number of formal representations received, accepted or rejected. Appeals are known: of the 22,916 PCNs issued across the fifteen months to March 2024, 35 reached London Tribunals, where 18 were refused, 8 allowed, 6 not contested by the council and 3 were still pending.
  • Income net of operating costs. Gross only — the council said it does not hold a figure net of operating costs.
