Coventry's bus lane enforcement has more than doubled over five years — 27,633 PCNs and £834,850 in 2021/22 against 63,028 and £1,437,028 in 2025/26 — and the growth is almost entirely new cameras rather than worse driving at the old ones. Hales Street at Burges issued 24,598 notices in its first full year, 2024/25, and Greyfriars Road 20,941 in the five months from November 2025. Warwick Road went the other way, stopping altogether during 2023/24 after 23,602 notices.

The per-road columns do not account for every notice. They cover all of 2021/22, 2022/23 and 2024/25, but leave 27,601 of 2023/24's notices and 7,419 of 2025/26's against no named site — the gap opens in September 2023 and again in September 2025, so the council appears to run cameras it did not break out. The yearly totals above are its own and include those notices. A separate “Warwick Road” camera issued 12,153 PCNs in 2021/22 and does not appear in later years.
The fine itself
A bus lane PCN from Coventry City Council is £70, reduced to £35 if paid within 21 days. It is a civil penalty — there are no licence points. The discount was £30 for most of 2021/22 — 16,981 of that year's 16,993 discounted payments were at £30 — and £35 from 2022/23 onwards, so the penalty itself rose from £60 to £70 during the period covered.
What the council does not hold or publish
Year-by-year challenge outcomes. The original response had a heading for representations, challenges and appeals but no figures under it. Asked again in a follow-up request (ref FOI861651877, answered 25 August 2026), the council confirmed it holds the data and released three five-year totals: 20,126 formal representations, 133 challenges and 1,215 appeals. It gave no year-by-year split, no count of how many were accepted or rejected, no tribunal outcomes, and no definition of what separates the 133 challenges from the 20,126 representations. So the totals show that Coventry drivers contest roughly one notice in ten, but how often they win is still not answerable from anything the council has released.
Net income. Income is the gross amount paid. No breakdown net of enforcement costs was given.
Enforcement start dates. No start date was given for any camera. The month a site first appears in the monthly table is a rough guide — Hales Street at Burges from April 2024 and Greyfriars Road from November 2025 — but neither is stated as a go-live date.
