Penalties at Parc Trostre peaked at 14,426 in 2023/24 and have fallen every year since, to 7,725 in 2025/26 — a 46% drop that took county income down with it, from £506,696 to £347,562. That is the usual shape of drivers learning a new camera, and this one was only switched on in August 2022. Burry Port runs the other way on a much smaller scale: 407 penalties in its first year and 561 in 2025/26, its highest yet, though it has never issued in a month what Trostre issues in a couple of days.

Carmarthenshire enforces just two bus lanes by camera, both live from 1 August 2022, and one of them does almost all the work. The approach from Trostre Roundabout into the Parc Trostre retail park at Llanelli issued 7,725 penalties in 2025/26 — 93% of the county's total — against 561 at Seaview Terrace in Burry Port. Nothing was issued in 2021/22 because neither camera existed yet.

Challenges & appeals — do they work?

The council gave its challenge figures as one running total covering 1 August 2022 to 31 March 2026 rather than year by year. Over that period it received 4,307 formal representations and cancelled 316 of them — about 7%, well below what most authorities report. Forty drivers took it further to the Traffic Penalty Tribunal and 10 of those were cancelled on appeal, so a quarter of the people who went all the way won. The fine itself

A bus lane PCN from Carmarthenshire County Council is £70, reduced to £35 if paid within 21 days. It is a civil penalty — there are no licence points. The FOI response did not restate the penalty. £70, halved to £35 within 21 days, is the standard Welsh bus lane rate and is what both Carmarthenshire lane pages already carry from the council's own enforcement page. The money reported is consistent with it: in 2023/24 the council took £506,696 across 14,876 penalties, an average of £34 each, which sits just under the £35 discounted rate as it must if most drivers pay early.

What the council does not hold or publish

  • PCNs paid at the discounted rate. The council left this question blank in its response, so there is no way to say what share of drivers paid £35 rather than £70.
  • Cost of running the cameras. The council stated that its operating costs are recorded for Parking Services as a whole and are not allocated by contravention or location, so the income here is gross. It is not what the council keeps.
  • Challenges broken down by year. The representations and appeals figures were given as a single running total for 1 August 2022 to 31 March 2026 rather than year by year, so they cannot be charted against the penalties above or compared across years.
  • A 74-penalty gap in 2024/25. The two camera sites add up to the council's stated annual total in every year except 2024/25, where they come to 10,452 against a stated 10,378 — 74 too many. The council's own monthly breakdown for that year sums to 10,378, matching the annual total, so the per-site split is the figure that does not reconcile. The difference is under 1% and does not affect the shape of anything on this page.
